Plan to Rapidly Refine and Implement UN Sustainable Development Goal (SDG)

Target Action Plans (TAPs)

“By far the most significant initiative in the world ever”

(Updated April 10, 2017)


This plan is for the public and private sectors to collaborate, rapidly refine and implement UN Sustainable Development Goal (SDG) Target Action Plans (TAPs) and Target Actions (TAs) Footnote in the most effective and efficient ways possible and to develop additional TAPs from Targets for which TAPs have not yet been developed.


Attachment A of the Common Agenda is provides a Glossary of Terms and Description of the Standard Numbering System for UN SDG and USP Documents


Urgent TAs of will be implemented first.


The 17 United Nations Sustainable Development Goals (SDGs), their 169 Targets and the 43 Target Action Plans (TAPs) and the Universal Strategic Plan (USP) for a permanently peaceful, prosperous, just, sustainable World are described beginning on www.PeopleNow.org.


All 194 countries of the world, including the U.S., have agreed to implement the United Nations Sustainable Development Goals (SDGs) and their Targets. Developed countries, including the U.S., have agreed to help undeveloped countries implement the UN SDGs and Targets in their countries.


Applicable parts of this plan, which was prepared primarily for the U.S. and the U.S. Federal government, will be replicated for use in parallel plans in cities, counties, states, other nations, the United Nations and its related organizations. Lessons learned from the replicated plans will be fed back into this plan.


Accomplishing this plan will end the use of nuclear weapons, wars, violence, conflicts, poverty, hunger, inequalities, etc. and provide clean water, nutritious food, decent housing, quality health care, full employment at guaranteed living wages, clean energy, equal justice for all and much more for everyone in the world.


In his book, The Sane Society, Eric Fromm states: "Change must be a simultaneous change in economic, education, political and cultural spheres. Changes restricted to one sphere are destructive of every change."


For example, when wars are permanently ended and most of the millions of military personnel and manufacturers of weapons, munitions, combat ships and aircraft in the DOD-MIC are no longer needed, there must be:

   Honest, caring, dedicated legislators who will pass the necessary legislation and vacate unnecessary legislation

   A like-minded president who will ensure the laws are faithfully and fairly executed

   Funding for full employment

   Full employment and jobs at living wages for everyone and for each person as they become available or not needed in their current positions

   Work to be done e.g. providing the needs and necessities of life for all and mitigating global warming and its effects

   Training as necessary

   An educated, understanding public

   Public servants, reform-minded individuals and organizations to plan and do the work


Otherwise as Fromm predicts releasing DOD-MIC personnel without planning will:

   Increase unemployment

   Drive down wages

   Destroy efforts to find jobs for released nonviolent offenders and immigrant asylum seekers

   Destroy efforts to enact liberal-labor-reform and immigration-reform legislation, etc.


This does not mean that wars should not be ended immediately. It does mean, that we must collaborate and work together from the same set of comprehensive plans plan ahead and adjust as the situation changes.


Section 2.1 and 2.2 covers permanently disabling all nuclear weapons ending all wars, air and drone strikes, conflicts, occupations, use of-force, disarming, demilitarizing, converting MIC to Co-ops to provide .


Section 2. calls for putting everyone to work at living wages in particular to get everyone self-sufficient as rapidly as possible and combat global warming/climate change


Section 2.4 and 2.5 outlines funds and donations source to implement the SDG Target Action Plans (TAPs) and how excessive wealth inequalities will be reduced.


Sections 2.6 through 2.10 deal primarily with enforcing the rule of law and ensuring everyone has their guaranteed human rights and civil liberties


Funding and donations necessary for implementing the UN SDGs are covered in section 2.4

 

1  TAP45 Organize, Educate, Plan and Prepare for Rapid Implementation of the UN SDG TAPs. Complete planning and make the preparations necessary to rapidly implement the United Nations Sustainable Development Goals (SDGs) Target Action Plans (TAPs) using the Universal Strategic Plan (USP) for a permanently peaceful, prosperous, just, sustainable World (USP).

 

1.1    Request progressive organizations and Co-Ops take the lead on appropriate elements of each UN SDG Target Action Plan and the Universal Strategic Plan of the USP, collaborate and work in parallel from the common set of plans.

 

1.1.1 In particular Co-ops and groups of Co-ops please take the lead on refining and implementing all of paragraph 2.4 Needs and Necessities for a Decent Life and Combating Climate Change

 

1.2    Develop a budget to accomplish this plan

 

1.3    Provide this approach as a model to help others rapidly implement UN SDG Targets and TAPs throughout the U.S. and in much of the rest of the world

 

1.4    USP Section 50.4: Complete Planning to Accelerate Implementation of the UN SDG TAPs. In particular:

 

1.4.1 Establish an office in the Washington DC Area co-located with or near a progressive organization to coordinate not manage refining and implementing the UN SDG TAPs

 

1.4.2 TAP 55 Continue Building and Maintaining the Global Matrix Network (GMN) of Individuals, Organizations, Miscellaneous Locations and Events with Each’s Nine Digit Zip Codes, which Provides the Neighborhood, Community, City, State, and Political Districts of Each. This will help form the base of the “nonpartisan activist force” that Chomsky recommends.

 

1.4.3 TAP56 Build The Global Factual Information and Education Program to Promote Sustainable Development and Implementation of the UN SDG Targets Action Plans (TAPs)

 

1.4.4 TAP23 Integrate other meaningful, proposed causes or systemic changes into related, existing TAPS and/or develop entirely new TAPs as the need be. This includes the of The Zeitgeist Movement - “Natural Law/Resource-Based Economy" (NLRBE), The Venus Project, The Next System Project - New Systems: Possibilities and Proposals and other similar programs and projects.

 

1.5    Help others implement any of the projects that they are working on that they desire. This would be done by finding UN SDG Targets that match their projects and help them develop Target Action Plans (TAPs) and make the developed UN SDG Targets & TAPs part of the Common Agenda. This would help then collaborate with other and ensure that their projects are implemented quickly and worldwide and at a lower cost so that more projects can be accomplished.

 

1.6    Anyone working on a significant cause or with ideas for a needed cause not already included in this plan are encouraged to add it to an existing TAP or develop an entirely new TAP so that it can be implemented worldwide.

 

1.7    TAP34 Develop and Implement Parallel Movements and Plans for Cities, Counties, States, Other Nations and the United Nations that Mimic Applicable Parts of the Plan to Implement the SDG TAPS and the Universal Strategic Plan beginning with Washington D.C.

 

2  Implement the UN SDG TAPs as rapidly as possible in a logical, orderly fashion using whatever actions are necessary e.g. emergency injunctions

                       

2.1    TAP18: Permanently Disable all Nuclear Weapons. End All Wars, Air and Drone Strikes, Conflicts, Occupations, Use of-Force, Violence, Sanctions, Military Alliances and Empire Building. Sincerely Apologize and Pay Reparations to Countries Harmed by the U.S. . Turnover U.S. Overseas Bases and Facilities to the UN. Bring all Troops, Offensive Weapons and Contractors Home. Settle all Disputes and Conflicts by Pacific Means. and USP Document #69 Proof of the Illegality of All Wars, Use of Force, Use of Nuclear Weapons and Strategy of Mutually Assured Destruction. This includes in particular the Kellogg-Briand Pact of 1928 which outlawed all wars and requires that “the settlement or solution of all disputes or conflicts of whatever nature or of whatever origin they may be, which may arise among them, shall never be sought except by pacific means"

 

2.2    TAP 19 Permanently Disarm, Demilitarize, Phase Out the Military and All Offensive Weapons, Ships and Aircraft and Convert as Much as Possible of the Department of Defense and the Military-Industrial-Complex to Co-ops that will Provide Products and Services for Peaceful, Sustainable Purposes including in particular for TAPS 41 and 25 below.

 

2.2.1 Implementing TAPs 18 and 19 will provide:

 

2.2.1.1   A workforce of millions of disciplined workers and supervisors

 

2.2.1.2   Numerous Co-Ops to manufacture the systems, materials and goods to help people become self-sufficient and combat global warming

 

2.2.1.3   Hundreds of transport ships and aircraft to deliver needs and necessities everywhere in the world

 

2.3    Implement TAP 1 As Rapidly as Possible, Put Everyone in the World, including Refugees, Immigrants, Prisoners, etc. to Work at Living Wages primarily implementing:

 

2.3.1 TAP 41 Eradicate all poverty: Ensure everyone has all the necessities of life, a guaranteed, living income and the wherewithal to become self-sufficient until they are.in particular

 

2.3.2 TAP 25 Reduce the Rate and Degree of Global Warming/Climate Change and Mitigate their Adverse Effects

 

2.3.2.1   With local people doing most of the work in particular doing things that both provide the necessities of life and combat global warming e.g. planting vegetables and fruit trees which provide food and use up excessive carbon dioxide.

 

2.3.2.2   They will have and use extensive donations of expertise, food, materials, photovoltaic cells arable land,etc. and up-front funding from governments, individual corporations and NGOs.

 

2.3.2.3   The nine digit zip-code locations of the individual(s) in need and what is needed and the nine digit zip-code location of organizations providing and delivering the specific needs. Using this model we can provide/produce all the needs and necessities for a decent life for everyone by implementing the following Targets and TAPs until the people are self-sufficient:

 

2.3.3 Implement the following to help provide needs and necessities of life and/or combat global warming/climate change:

 

2.3.3.1   TAP2 End hunger and ensure access by all people to safe, nutritious and sufficient food

 

2.3.3.2   TAP42 Provide universal and equitable access to safe drinking water for all as rapidly as possible

 

2.3.3.3   TAP6 Ensure Decent, Affordable, Accessible, Resilient, Sustainable Housing for All Including Building on Public Land Where Possible

 

2.3.3.4   TAP43 Provide adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations

 

2.3.3.5   TAP 3 Provide 100% publicly supported, comprehensive, universal quality healthcare and quality medicines and vaccines for all

 

2.3.3.6   TAP44 Ensure universal access to affordable, reliable and modern energy services and increase substantially the share of renewable energy

 

2.3.3.7   TAP 5 Provide Publicly-Financed, Quality Child Care, Pre-K Through a College Education and Vocational, Job Readiness and Literacy Training for All for Life

 

2.3.3.8   TAP7 Provide safe, affordable, accessible and sustainable transport systems for all and build a comprehensive, nationwide, rail based/maglev transportation system integrated with local systems

 

2.3.3.9   TAP10 Provide Publicly Supported Universal, Internet Access for Everyone

 

2.3.3.10 TAP 9 Repair, Modernize and Expand United States Infrastructure to Endure Climate Change and Accommodate Future Generations

 

2.3.3.11 TAP Provide safe and secure neighborhoods

 

2.3.4 Work to be done

 

    2.3.4.1   Plant vegetables, beans, rice, fruits, berries, herbs, peanuts, bushes, vines, trees, foliage, etc. (This will both provide nutritious food and decrease atmospheric carbon dioxide).

 

    2.3.4.2   Install solar panels, windmills, weatherize and insulate homes, install energy efficient appliances, build train/maglev transport systems, repair and modernize the infrastructure, etc.

 

    2.3.4.3   Reduce and ultimately end the need for fossil fuels

 

2.3.5 As these Target Action Plans (TAPs) are implemented, within a few months             everyone will rapidly become self-sufficient and within a few years global warming will be mitigated and as Soros said this will “be far more effective than spending the same amount over several years.”

 

Section 2.4 shows fund and donation sources to implement the SDG

Target Action Plans (TAPs) and grealy reduce excessive wealth inequalities.

 

Funding for implementing the SDGs in the U.S. and worldwide is grossly under estimated. The estimated cost/value of the up-frequent surge funding and donation could be as high as $700 billion per month depending upon how fast the funds and donations can be provided and used wisely. This will decrease rapidly as individuals and families become self-sufficient

 

 

2.4    Refine SDG TAP 31 Outline Sources to Provide Up-Front, Surge Funding and Donations to Rapidly Implement the UN SDGs TAPs, Pay Down the National Debt and Plans to End Recessions and Economic Collapses Forever, Eliminate Excessive Wealth Inequalities and Place Limits on Net Assets and Total Income, Benefits and Expenses. In particular implement:

 

2.4.1 TAP 32: Eliminate the very regressive sales tax and all other taxes on all individuals corporations, businesses and other entities with less than $500 thousand in net assets. Have only one tax - a progressive property tax on the net assets of all individuals, corporations, businesses and other entities with more than $500 thousand in net assets. Provide generous tax deductions based on worthiness of the charitable contributions of the taxpayer. Simplify all tax codes and remove all loopholes. This will jumpstart the economy, decrease the wealth divide and help provide the necessities of life to billions of people.

 

2.4.1.1   Total net worth of the U.S. is roughly $55 trillion and the world $241trillion. This net worth is concentrated in the very large corporations/companies and in the 1%. The 540 largest corporations/companies in the U.S. have over $38 trillion in net worth and the 2000 largest corporations/companies in the world have over $165 trillion in net worth according to Forbes. The Problem of the Twentieth Century: Poverty in the Midst of Plenty explains how Beecher "businessmen" have kept unemployment, prices, profits and executive salaries high by paying low wages and laying off employees. This has kept 4 billion people in world in poverty and debt and provides evermore unemployed workers willing to work for even lower wages. No one really needs over say $20 million. It is mostly greed.

 

2.4.2 TAP 22 Reform financial system: Vacate as Null and Void the Federal Reserve Act of 1913, Nationalize the Federal Reserve, Convert Large Banks into Public Banks, Government Print and Appropriate U.S. Currency and Exchange for Federal Reserve Notes at a Rate Based on How Federal Reserve Notes Were Earned, Prevent Economic Crises and Depressions, End Foreclosures and Provide Community Banking

 

2.4.2.1   Despite the fact that our Constitution says that the Congress will Coin (produce) and appropriate all money, the Federal Reserve has originated and produced and loaned, at very low rates, trillions of dollars to the large banks and the banks have produced trillions of dollars more with "fractional banking" which they lend at usury rates.

 

The following Sections 2.5 through 2.10 deal primarily with enforcing the rule of law and ensuring everyone has their guaranteed human rights and civil liberties and enforcing the rule of law

 

2.5    TAP28 Promote, support and enforce the rule of law at the national and international levels

 

2.6    TAP20 Strengthen and Fully-Fund the United Nations, its Related Organizations and the Accelerated Implementation of the UN Sustainable Development Goals (SDGs). Do Not Make the UN a World Government but Amend the UN Charter to Give the UN and Related Organizations the Authority and Means to Enforce and Ultimately Make International Laws and Rapidly Help Settle All Conflicts and Disputes by Pacific Means

 

2.7    TAP 27 Ensure That All Human Rights and Civil Liberties Are Respected, Observed and Protected for All Humankind and Ensure Equal Access to Justice for All in particular human rights and civil liberties guaranteed by:

 

2.7.1 The Constitution and its Bill of Rights

 

2.7.2 The Universal Declaration of Human Rights which will be made mandatory and enforced noting in particular that its Articles 22-27 provide the right to social security; the right to work; the right to equal pay for equal work; the right to rest and leisure; the right to a standard-of-living adequate for health and well-being; the right to education; and the right to participate in the cultural life of the community.

 

2.8    TAP 29 - End massive incarcerations, humanely reform the criminal justice system and prisons using timely restitution, truth and reconciliation, restorative justice, rehabilitation and eliminate punishment for all crimes and confinement for non-violent crimes described at www.HumaneJustice.org

 

2.9    TAP30 Plan to Humanely and Privately Investigate, Negotiate With and If Necessary, Prosecute Alleged Lawbreakers with Timely Restitution for Victims, Rehabilitation for Lawbreakers and Reconciliation and Restorative Justice Opportunities for Both described on www.HumaneProsecutions.org

 

    2.9.1     Investigations and prosecutions should be conducted in “absentia” if necessary. Currently investigations and prosecutions take too long. For example the former Bosnian Serb leader was convicted of genocide, war crimes and crimes against humanity 21 year after he led a campaign of terror against civilians that included the slaughter of 8,000 Bosnian Muslims at Srebrenica in 1995 and the nearly four-year siege of Sarajevo.

 

2.10  TA 27.4.11 End the War on Drugs, Decriminalize the Use of all Drugs, Release Non-Violent Prisoners and Pay Reparations to Those Prosecuted Under Draconian Drug Laws

 

2.11  TAP13 Vacate as Null and Void, Set Aside, Repeal, Replace or Amend All or Portions Of Unconstitutional, Unjust and/or Injurious Laws This will reinstate Glass-Stegall, other finance regulations, etc.

 

2.12  TAP14 Vacate Citizens United and Scores of Other Unconstitutional Court Rulings without Amending the Constitution and Repair the Damages Caused by these Rulings This will reinstate all the election financing/donation controls

 

2.13  TAP34 Develop and Implement Parallel Movements and Plans for Cities, Counties, States, Other Nations and the United Nations that Mimic Applicable Parts of the Plan to Implement the SDG TAPS and the Universal Strategic Plan beginning with Washington D.C. This will expand this work to Global and International

 

2.14  TAP 35 Plan to Prioritize Using New Thinking and Doing Holistically, Engaging and Mobilizing New Voices and Constituencies, Strengthening Capacity of and Collaboration Among Organizations and Individuals Engaged in Progressive Issues. Ensure that the public and private sectors are informed and educated about the importance of this and encouraged to use it.

 

2.15  TAP21 Require Renewable Federal Charters and Licenses for Large Corporations and Companies, Place Limits on Total Salaries, Bonuses Expenses and Benefits, Eliminate Corporate Executives Control Over Public Servants

 

2.16  TAP11 Ensure Honest and Accurate Media Not under Corporate Executives’ Control is Available for All Without “Censorship”

 

2.17  TAP12 Reform and Reorganize Congress and the Executive Department by Function and as Necessary to Have an Effective, Efficient Government

 

2.18  TAP15 Provide Humane, Constitutional Immigration Laws and Practices Considering that the U. S. Purchased 2/3rds of Mexico for $20 million in 1848 at Gun Point

 

2.19  TAP16 Make Elections about Each Candidate’s Character, Performance and Position on Issues/Actions, Allow Very Limited Campaign Contributions from Citizens Only and Reform Elections

 

2.20  TAP17 Vacate as Null-and-Void All Free Trade Agreements, Replace Them with Fair Trade Agreements on a Case-by-Case Basis and End “Fast Track”

 

3  Implement all other Target Action Plans (TAPs) from The Common Agenda as rapidly as possible.
