The United States and all the countries of the world have agreed to implement the United Nations (UN) Sustainable Development Goal (SDG) and their Targets. Developed countries, including the U.S., have agreed to help undeveloped countries implement the UN SDGs and targets in their countries.
Implementing the SDGs and their targets will end nuclear weapons, wars, violence, conflicts, poverty, hunger, inequalities, combat climate change, etc. and provide clean water, nutritious food, decent housing, quality health care, full employment at guaranteed living wages, clean energy, equal justice for all and much more for everyone all over the world.
Millions of people and thousands of organizations in the public and private sectors all over the world are already trying to accomplish the above. However, they are not collaborating and working together from a common strategy and plans nearly well enough. Utilizing the plans outlined here will resolve this.
PeopleNow.org with the assistance of many others has:
∙ Developed the Universal Strategic Plan to Help Implement All the SDGs Worldwide to have a peaceful, prosperous, just sustainable world. This includes in particular organizing and educating,
∙ Forty-three SDG National Policies/Target Action Plans (TAPs), in various stages of development, to implement the more urgent SDG Targets in the most effective and efficient ways possible.
∙ Plans to develop TAPs and TAs for all SDG Targets when funding is made available.
∙ Replicate applicable SDG TAPs and TA s this plan, which were prepared primarily for the U.S. Federal government, for use in parallel plans in cities, counties, states, other nations, the UN and its related organizations. Lessons learned, corrections and suggestions from the replicated plans will be fed back into this plan

Attachment A of the Common Agenda provides a Glossary of Terms and Description of the Standard Numbering System for UN SDG Targets (TAPS and Universal Strategic Plan (USP) documents. Urgent TAs will be implemented first.
In his book, The Sane Society, Eric Fromm states: "Change must be a simultaneous change in economic, education, political and cultural spheres. Changes restricted to one sphere are destructive of every change."
This does not mean that wars should not be ended immediately. It does mean, that we must collaborate and work together from the same set of comprehensive plans, plan ahead and adjust as the situation changes.
The following covers the urgent TAPS which should be accomplished in parallel rapidly and as soon as possible.
Section 45.1 and 45.2 cover rapidly, permanently disabling all nuclear weapons ending all wars, air and drone strikes, conflicts, occupations, use of-force, disarming, demilitarizing, converting the Military-Industrial Complex (MIC) to Co-ops to provide materials and equipments to get everyone in the world self-sufficient as rapidly as possible and combat global warming/climate change
Section 45.3 calls for putting everyone possible to work at living wages in particular to get everyone self-sufficient as rapidly as possible and combat global warming/climate change.
Section 45.4 and 45.5 outlines and explains how ample funds and donations will be provided to implement the SDG TAPs and fund the government and how excessive wealth inequalities will be reduced.
Sections 45.6 through 45.10 deal primarily with enforcing the rule of law and ensuring everyone has their guaranteed human rights and civil liberties.
45 Implement UN SDG TAPs and TAs as rapidly as possible in a logical, orderly fashion using whatever procedures are necessary e.g. emergency injunctions.
45.1 TAP18: Permanently Disable all Nuclear Weapons. End All Wars, Air and Drone Strikes, Conflicts, Occupations, Use of-Force, Violence, Sanctions, Military Alliances and Empire Building Sincerely Apologize, Pay Reparations and Make Donations to Countries Harmed by the U.S. . Turnover U.S. Overseas Bases and Facilities to the UN. Bring all Troops, Offensive Weapons and Contractors Home. Settle all Disputes and Conflicts by Pacific Means. and USP Document #69 Proof of the Illegality of All Wars, Use of Force, Use of Nuclear Weapons and Strategy of Mutually Assured Destruction.
45.1.1 This includes in particular the Kellogg-Briand Pact of 1928, currently effective international law which outlawed all wars and requires that “the settlement or solution of all disputes or conflicts of whatever nature or of whatever origin they may be, which may arise among them, shall never be sought except by pacific means." This mean if anyone fires a nuclear weapon at any country that country cannot legally fire a nuclear weapon back because that would not be pacific (peaceful). Also, it would probably kill many children and women which is also illegal under the Geneva Convention,
45.2 TAP19 Permanently Disarm, Demilitarize, Phase Out the Military and All Offensive Weapons, Ships and Aircraft and Convert Much of the Military-Industrial-Complex into Co-Ops that will Provide and Implement Products for use for Peaceful, Sustainable Purposes including in particular for TAPS 41 and 25 below.
Implementing TAPs 18 and 19 will provide:
45.2.1 A workforce of millions of disciplined, well - educated and trained workers, engineers in all disciplines, planners, estimators, supervisors
45.2.2 Numerous Co-ops to manufacture and provide expertise to install the systems, materials and goods to help people become self-sufficient and combat global warming.
45.2.3 Hundreds of transport ships and aircraft and their crews loaned/turned over to UN to deliver needs and necessities for a decent life for everyone, everywhere in the world until they are self sufficient.
45.2.4 Thousands of additional UN Peacekeepers and Interpol police officers and UN security personnel to protect Peacekeepers.
45.3 TAP1 As rapidly as possible, put everyone in the world, including refugees, immigrants, prisoners, etc. to work at living wages primarily implementing:
45.3.1 TAP41 Eradicate all poverty: Ensure everyone has all the needs necessities for a decent life, a guaranteed, basic universal living income and the wherewithal to become self-sufficient until they are and
45.3.2 TAP25 Reduce the rate and degree of global warming/climate change and mitigate their adverse effects
45.3.3 By implementing the following TAPS:

220.127.116.11 TAP43 Provide adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations
18.104.22.168 TAP3 Provide universal, quality, comprehensive healthcare for all with doctors, nurses, healthcare officials, etc. paid guaranteed living wages by Medicare instead of doctors billing for each visit, treatment, operation, hospital stay, pill, etc. This will save billions of dollars each year.
22.214.171.124 TAP44 Ensure universal access to affordable, reliable and modern energy services and increase substantially the share of renewable energy.
126.96.36.199 TAP5 Provide Publicly-Financed, Quality Child Care, Pre-K Through a College Education and Vocational, Job Readiness and Literacy Training for All for Life.
188.8.131.52 TAP7 Provide safe, affordable, accessible and sustainable transport systems for all including building a comprehensive, nationwide, rail-based/maglev transportation system integrated with local systems.
184.108.40.206 TAP10 Provide publicly supported universal, internet access for everyone in order to universal vocational training.
220.127.116.11 TAP9 Repair, modernize and expand the United States’ infrastructure to combat global warming/climate change and accommodate future generations.
45.3.4 The above TAPs in Section 45.4.3 above will be implemented:
45.3.5 By local people organized in Co-ops and small businesses:
18.104.22.168 Using extensive donations of expertise, food, medical supplies, equipment, materials, arable land, up-front surge funding, etc. from governments, other Co-ops, individual corporations, non-government organizations and individuals;
22.214.171.124 With the locations of all individuals, communities and Co-ops in need, what is needed and organizations providing and delivering specific needs, all organized by nine digit zip-code addresses as outlined in the Global Matrix Network; and,
45.3.6 In particular doing things that both provide the needs and necessities for a decent life and combat global warming for example:
126.96.36.199 Plant vegetables, beans, rice, fruits, berries, herbs, peanuts, bushes, vines, fruit trees, foliage, etc. (This will both provide nutritious food and decrease atmospheric carbon dioxide).
188.8.131.52 Install solar panels, windmills, weatherise and insulate homes, install energy efficient appliances, build train/maglev transport systems, repair, modernize and strength the infrastructure, etc.
184.108.40.206 Reduce and ultimately end the need for fossil fuels.
45.3.7 As these TAPs are implemented, within a few months everyone will rapidly become self-sufficient and within a few years global warming will be mitigated and as Soros said this will “be far more effective than spending the same amount over several years.”
Section 45.4 through 220.127.116.11 shows and explains fund and donation sources to implement the SDG TAPs and eliminate excessive wealth and income inequalities.
45.4 Funding for implementing the SDGs in the U.S. and worldwide is grossly under estimated. The estimated cost/value of the up-frequent surge funding and donation could be as high as $700 billion per month depending upon how fast the funds and donations can be provided and used wisely. This will decrease rapidly as individuals and families become self-sufficient.
45.5 TAP31 Provide net asset and income equality within and among countries and provide funds and donations to rapidly implement the UN SDG TAPs in the U.S. and developing countries, end deficit spending, pay down the national debt, and end recessions and economic collapses forever. In particular implement:
45.5.1 TAP32: Reform taxation. Eliminate very regressive sales taxes and all other taxes except for one - a progressive property tax on all the net assets, including land, of all individuals, corporations, businesses and other entities with more than $500 thousand in net assets. Provide generous tax deductions based on worthiness of the charitable contributions of the taxpayer. Simplify all tax codes and remove all loopholes. This will jumpstart the economy, decrease the wealth divide and help provide the necessities of life to billions of people. Note: The $500 thousand as the proposed threshold for taxes in the U.S. is approximate and should probably be adjusted)
18.104.22.168 Total net worth of the U.S. is roughly $55 trillion and the world $241 trillion. This net worth is concentrated in the very large corporations/companies and in the 1%.
22.214.171.124 The top 1 percent of families now have about the same amount of net assets as the bottom 90 percent, while 20 individuals have as much net assets as the bottom half. Forty percent of families in the US have zero or negative wealth, meaning their debts are greater than their assets. It is dumb and immoral for them to pay any taxes. Some of the wealthiest 0.1 percent of the population buy elections, bribe public servants and control much of the government.
126.96.36.199 The 565 largest corporations/companies in the U.S. have over $40 trillion in assets with large banks and financial institutions having over $19 trillion and he 2000 largest corporations/companies in the world have over $169 trillion in assets according to the Forbes 2000, 2017.
188.8.131.52 The Problem of the Twentieth Century: Poverty in the Midst of Plenty explains how Beecher "businessmen" have kept unemployment, prices, profits and executive salaries high by paying low wages and laying off employees. This has kept 3 billion people in the world in poverty and debt and provides evermore unemployed workers willing to work for even lower wages.
45.5.2 TAP22 Reform financial system: Carefully vacate as null and void the Federal Reserve Act of 1913, nationalize the Federal Reserve, convert large banks into public banks, government print and appropriate U.S. currency and exchange for Federal Reserve Notes at a rate based on how Federal Reserve Notes were earned and planned to be used, Prevent economic crises and depressions, End foreclosures and provide community banking.
184.108.40.206 Despite the fact that our Constitution says that the Congress will Coin (produce) and appropriate all money, the Federal Reserve has originated and produced and loaned, at very low rates, trillions of dollars at zero and other very low rates to the large banks and the banks have produced trillions of dollars more, aided by the Federal Reserve with "fractional banking" which they lend to other large banks and corporations at very low rate and consumers at mostly usury rates.
220.127.116.11 No one really needs over say $20 million in total net worth. More than that is mostly greed. We must collectively determine limits on total net worth - funds, arable land, resource, income, etc. that individuals, corporations and other entities may own
The following Sections 45.5 through 45.10 deal primarily with enforcing the rule of law and ensuring everyone has their guaranteed human rights and civil liberties
45.6 TAP28 Promote, support and enforce the rule of law at the national and international levels.
45.7 TAP20 Strengthen and Fully-Fund the United Nations, its Related Organizations and the Raped Implementation of the UN SDG TAPs. Do Not Make the UN a World Government but give the UN, Interpol, ICC, PeaceKeepers, etc. the Authority and Means to Enforce and Ultimately Make International Laws and Rapidly Help Settle All Conflicts and Disputes by Pacific Means.
45.8 TAP27 Ensure That All Human Rights and Civil Liberties Are Respected, Observed and Protected for All Humankind and Ensure Equal Access to Justice for All in particular human rights and civil liberties guaranteed by:
45.8.1 The Constitution and its Bill of Rights.
45.8.2 The Universal Declaration of Human Rights, in its Articles 22-27 provide the right to social security; the right to work; the right to equal pay for equal work; the right to rest and leisure; the right to a standard-of-living adequate for health and well-being; the right to education; and the right to participate in the cultural life of the community.
18.104.22.168 Note: By adopting the Treaty on the Prohibition of Nuclear Weapons, the United Nations has finally stood up to the United States, England, France, Germany, etc. They should now also make the Universal Declaration of Human Rights mandatory and enforce it all over the world.
45.9 TAP29 End massive incarcerations, humanely reform the criminal justice system and prisons using timely restitution, truth and reconciliation, restorative justice, rehabilitation and eliminate punishment for all crimes and confinement for non-violent crimes described at www.HumaneJustice.org
45.10 TAP30 Plan to Humanely and Privately Investigate, Negotiate With and If Necessary, Prosecute Alleged Lawbreakers with Timely Restitution for Victims, Rehabilitation for Lawbreakers and Reconciliation and Restorative Justice Opportunities for Both described at www.HumaneProsecutions.org
45.10.1 Investigations and prosecutions should be conducted in “absentia” if necessary. Currently investigations and prosecutions take too long. For example the former Bosnian Serb leader was convicted of genocide, war crimes and crimes against humanity 21 years after he led a campaign of terror against civilians that included the slaughter of 8,000 Bosnian Muslims at Srebrenica in 1995 and the nearly four-year siege of Sarajevo.
45.11 TAP27.4.11 End the War on Drugs, Decriminalize the Use of all Drugs, Release Non-Violent Prisoners and Pay Reparations to Those Prosecuted Under Draconian Drug Laws.
45.12 TAP35 Plan to Prioritize Using New Thinking and Doing Holistically, Engaging and Mobilizing New Voices and Constituencies, Strengthening Capacity of and Collaboration Among Organizations and Individuals Engaged in Progressive Issues. Ensure that the public and private sectors are informed and educated about the importance of this and encouraged to use it.
45.13 TAP13 Vacate as Null and Void, Set Aside, Repeal, Replace or Amend All or Portions Of Unconstitutional, Unjust and/or Injurious Laws. This will reinstate Glass-Steagall, and other finance regulations, etc.
45.14 TAP14 Vacate Citizens United and Scores of Other Unconstitutional Court Rulings without Amending the Constitution and Repair the Damages Caused by these Rulings. This will reinstate all election financing/donation control legislation.
45.15 TAP34 Develop and Implement Parallel Movements and Plans for Cities, Counties, States, Other Nations and the United Nations that Replicate Applicable Parts of the Plan to Implement the SDG TAPS beginning with Washington D.C. This will expand this work to Global and International
45.16 TAP21 Require Renewable Federal Charters and Licenses for Large Corporations and Companies, Place Limits on Total Salaries, Bonuses Expenses and Benefits, Eliminate Corporate Executives Control Over Public Servants.
45.17 TAP11 Ensure Honest and Accurate Media Not under Corporate Executives’ Control is Available for All Without “Censorship.”
45.18 TAP12 Reform and Reorganize Congress and the Executive Department by Function and as Necessary to Have an Effective, Efficient Government.
45.19 TAP15 Provide Humane, Constitutional Immigration Laws and Practices Considering that the U. S. Purchased 2/3rds of Mexico for $20 million in 1848 at Gun Point.
45.20 TAP16 Make Elections about Each Candidate’s Character, Performance, Experience and Position on Issues/Actions, Allow Very Limited Campaign Contributions from Citizens Only and Reform Elections.
45.21 TAP17 Vacate as null-and-void all free trade agreements, replace them with fair trade agreements on a case-by-case basis and end “fast track.”
45.22 Implement all other and new TAPs and TAs as rapidly as possible as they are developed.
